As the founder and president of the LaBarge suite of companies, Josh has fostered our company vision, mission, direction and underlying philosophies in how we conduct business.
In the past 35 years, he has been a catalyst in creating partnerships that have developed over 1,550 low income multi-family and senior housing communities in conjunction with various non-profits and municipalities throughout the Inland Empire.
He has also been responsible for the planning, development, and sales of many newly built single family homes in distressed inner city neighborhoods, as well as the acquisition and rehabilitation of more than 1,000 multi-family units.

Tim Johnson

As Senior Vice President of Strategic Development, Tim is responsible for developing and implementing a comprehensive internal and external marketing plan for the organization and understanding the needs of our clients. As the former Executive Director for the California Apartment Association (CAA) Greater Inland Empire, Tim brings a wealth of experience from his responsibilities there which included government and public affairs activities on behalf of CAA’s members who own and operate rental properties within the Greater Inland Empire.

Tim has extensive experience in Inland Southern California with regard to housing, public transportation, environmental issues, legislative platforms and community outreach. His experience includes:

Mary Herrmann

As Corporate Controller, Mary is responsible for the financial bottom line, keeping us on the cutting edge of property management software and services while keeping costs in check and providing consistent and customized financial reporting to meet our clients’ needs. She’s implemented GAAP (Generally Accepted Accounting Procedures) and other safeguards to ensure accuracy and security. Mary oversees our Human Resources department including extensive background checks for all new employees. In addition, she serves our corporate and field offices as the information technology manager, troubleshooting network, software and other technical issues and ensuring our corporate and field offices operate efficiently.

Mary has years of experience in managing accounting for property management and other private business sectors. Additionally, Mary’s extensive knowledge and applied practice of information technology have been invaluable in keeping QMG abreast of the latest innovations in information reporting and providing the technology needed for our staff to provide the very best service.

Teri L. Hoerntlein

As the Property Management Director, Teri directly oversees all properties managed by QMG, inspecting and reviewing to maximize revenue, contain expenses and protect each asset. Her education is constant as she stays abreast of changing laws, compliance regulations, technology and industry best practices. She is responsible for all of our field personnel, creating and implementing procedures as dictated by our ever-changing industry. During Teri’s tenure at QMG, our vacancy rates have dropped to less than half that of the national average.

Teri’s experience and expertise in property management is extensive; she came to QMG after 16 years working with a national affordable property management company and almost 20 in the industry, starting as a Leasing Consultant onsite and working her way up to a corporate Regional Manager more than 10 years ago.

In the last 14 years, she has overseen the lease-up of eight newly constructed LIHTC communities, the acquisition and rehabilitation of three communities, and overseen a portfolio with a variety of financing types including LIHTC, Bond, CDLAC, Project Based Section 8, HOME and CFA. Working directly with development and construction teams to bring projects to fruition within the committed time frames, she has been able to maximize and streamline some tasks by bringing an end user perspective to plans and meetings.

Scott Larson

Currently acting as our resident Agent/Developer, Scott specializes in property development, acquisition/rehabilitation and in-fill projects. His focus is in the single-family home rehabilitation market and acquiring vacant lands for multi-family and in-fill projects for our company and for private investors and his insight into the market has led to the substantial and profitable expansion of our private portfolio.

Scott has over 25 years of Sales and Operations Management experience, navigating the complexities of managing a project and orchestrating the progression of time sensitive events in the development of large scale acquisition and development projects. Native to the Inland communities, he has long-term, established ties to many private business sectors.
